Dr. Kulkarni i­s graduate in Civil Engineering from Walchand College Sangli, M Tech in Environmental Science and Engineering from IIT Bombay, Ph D from Nagpur University and PG Diploma in Environmental Law from NLSUI, Bengaluru.

In his career spanning over 38 years Dr. Kulkarni has worked on over 100 R & D assignments, published over 60 papers and co-authored five books. Dr. Kulkarni had rare opportunity of working with environmental consultants, R & D as also academic institutes, EPC contractor, and infrastructure developer.

Dr. Kulkarni was Member EAC New Construction Projects from 2006 to 2008 and then Member EAC Non-Coal Mining Projects from 2009 to 2010. From January 2021 till joining NGT Dr. Kulkarni worked as Chairman SEAC-I, Maharashtra.

Strong academic background and diverse experience enables Dr. Kulkarni to objectively assess issues and concerns in the areas of environmental policy analysis and formulation, pollution prevention and control, environmental and social impact assessment, environmental economics and environmental audit.
